Assassination of Hon. Joe Pararajasingam.

I very strongly condemn the brutal killing of Hon. Joseph Pararajasingam, Member of parliament, a founder member and the senior Vice- President of the TULF. Although there is difference of opinion between us the mutual love and affection between me and his family continued with utmost regard for each other. The special quality of Joe’s family is the hospitality they show in treating their friends and constituents.

It is very unfortunate that there is no respect or value for human life. Whether the victim is a king or an ordinary person, what is lost is a valuable human life. Other than the creator no one is empowered to take another person’s life whatever justifiable reasons one may have. A new culture that is developing is killing people in places of worship, which should be strongly condemned. It is now hightime for the Government to use the emergency regulations to demand the surrender of arms from all unauthorized persons and to impose severe penalties for all those possess arms and for all those who have knowledge of such unauthorized possessions.

While conveying my deepest sympathies to the members of his family I pray for early recovery of Mrs. Sugunam Joseph and the others injured in this incident.

SOLUTION TO THE TAMIL PROBLEM

Your next visit to New Delhi is a very crucial one as far as the Tamils are concerned. The LTTE’s attitude towards India is peculiar and also understandable. They can never expect any Indian the pardon them for the assassination of Hon.Rajiv Gandhi. But the Sri Lankan Tamils who never approved this killing, always look upon India as their Mother Country and expect India to come to their rescue when in distress. Every Indian should this fact.

The Sri Lankan President’s visit to Delhi is a very important one and gives hope to the Tamils of an early settlement of the ethnic problem. We are and so with many Sinhalese and Muslims that without India’s involvement no solution can be found. The Norwegians wish only continue to strengthen the hands of the LTTE.

You are fully aware of the present situation. You will agree with me that except them J.V.P. which has some at other Political Parties will welcome a solution based on the Indian Model. I am sure you will also agree that J.V.P. too can be persuaded with same pressure. When there is a solution is sight why should more time be vested in discussions.

Your Excellency being one fully aware of the ground situation and the attitude of the LTTE you are the best and most knowledgeable person to do the briefing surprisingly.

The observations will come only from the Tamil Naad Parliamentarians who won’t give up Tamil Eelam even if the LTTE gives up its demand. They should be made known that 28 miles across the Palk straight from Tamil Naad, there can’t be a Tamil Eelam.

I have written a letter to Mr. Vaiko sending a copy of the letter sent by me to Dr.M.Karunanithy Ex. C.M. of Tamil Naad. All such copies are annexed, I strongly urge you to kindly play an Important roll at least from behind the scenes in briefing the concerned authorities.

YOUR MEETING WITH THE LTTE

What I write here may not be palatable to you but since I had been very closely associated with your Grandfather the late Hon.S.Thondaman both in Parliament and outside, I am obliged to give you some advice on a very vital issue that concerns not only the People whom you represent but the entire country. You may not be unaware that he was one of the joint Presidents of the Tamil United Liberation Front and quit the same at a latter stage saying that the Moolai Resolution caused a lot of embarrassment to him and his people. There is a clue in his decision for you to pickup as a guideline

Your decision to meet Mr.S.P.Thamilselvan is a big surprise to me. It is not my business to question you as to why the Ceylon Workers Congress delegation is wanting to meet him, but as one very much interested in the welfare of the workers of the Up-country I have a duty to advice the Tamil Leaders to be cautious of every step they take. Whatever differences the leaders have should be sorted out by them without taking the dispute to the LTTE, which will ultimately bring the Estate Workers also under their domain. That will be the most treacherous thing the Leaders would do to them. Only by achieving unity among themselves, the leaders of the Up-country Tamils can solve the problems of the workers and not by allying with the LTTE. Irrespective of the consequences that I may have to face, I consider it as my bounden duty to tell you what problems you may have to encounter due to this decision. During the bad old days the workers of the Estates did not have many rights in respect of representations in many bodies. . But today due to the hard struggle of your Grandfather Hon.S.Thondaman and other Leaders, a number of Up-country Tamil leaders have become Ministers. Many of them hold Membership and Ministerial positions in the Provincial Councils and membership in other Local Bodies. Please maintain this position since the problems of the Up-country Tamils are much different from those of the Tamils of the North and the East.

The Up-country Leaders should not forget the fact that the LTTE was a proscribed Organisation for a fair length of time and the proscription was removed only to enable the LTTE to have talks with the Government. It is a banned Organisation in some other countries. The European Union comprised of about 25 countries have imposed a “travel ban” on the LTTE, with a strong possibility of banning it totally.The “travel ban” itself was imposed due to the persistent refusal of the LTTE to stop recruitment of child soldiers and random killing of their Political Opponents. A number of Heads of the Diplomatic Missions paid repeated visits to the LTTE to persuade them to give up at least conscription and killings. But they did not respond. Every day someone is getting killed by the LTTE cadre. Men are killed in the presence of their wives. The father is killed when a child is being taken to school. The husband is killed while taking the wife to school. A Hindu priest was killed right opposite the Deity to whom he performed Pooja daily- disgustingly by two LTTE girls. A Police officer got killed after being asked to meet them without security and arms, by the LTTE. The blame was put on the innocent villagers described as a mob .Hundreds of such incidents had taken place.

I do not believe that you want this to happen to your people. I don’t think that even in your imaginations you will want your Political rivals to be done away with in this manner. Unfortunately for the Tamils and fortunately for the LTTE there is no one to protest against these cruel acts. Our people live under the subjugation of the LTTE and weep in silence, being unable to bear these atrocious crimes. Do you want your people also to suffer the same fate. Are you not aware that even elders had been compelled by the LTTE to undergo arms training. The University students and Teachers too are compelled to take training. Do you want that to happen in your areas also. Children are recruited as child soldiers. Fortunately not children of leaders, but do you want children of poor workers to be recruited as child soldiers? What is attracting you in Vanni? Some time back some Up-country Leaders did the same thing to score over you. I hope you are aware of it.

Apart from what I have enumerated here, there are in areas controlled by the LTTE arbitrary arrests, torture, harassments, abductions, disappearances, extortions, conscriptions, intimidations etc. Will you be happy if your people are subjected to this type of atrocious acts by the LTTE. Further more Political Parties are not allowed to function, free and fair elections are prevented from being held, people and school children are compelled to take part in demonstration too often. They are incited against the Government, Government Forces, and against other communities. In short People have lost all their fundamental and democratic rights. Human rights violations are many. Is this what you want for your people also in the Up-country.

I may not live to see when the Up-country Tamil leaders realize their mistake in soliciting the support of the LTTE. But I will die with the satisfaction that I have done my duty not only for the people of the North and East and Up-country but for the entire country as a whole. I do not expect you to welcome regular cordon and search operations in the Up-country and cause unnecessary hard ships for the poor workers, their young ones and the local people. What else can you expect when you go and ally your self with a group that plants claymore mines and also attempt to shoot down helicopters used for the benefit of the people. It is still not too late to change your decision and save your people. I don’t want to spell out what dangers you will face but will only give you a humble advice. Please don’t be misled by the T.N.A. Members of Parliament and stir the hornets’ nest to the detriment of the innocent people whether they are Tamils, Muslims, or Sinhalese.

My sincere advice to you at this juncture is to unite all the divergent forces among the Up-country Tamils and work hard for their redemption

இலங்கை விமானப்படைக்குச் சொந்தமான ஓர் வானூர்தி நான்கு தடவை சிறுரக துப்பாக்கியால் சூடு வாங்கியும் பத்திரமாக தரையிறக்கப்பட்ட செய்தி உலக நாடுகள் அனைத்திலும் வாழும் நியாயமாக சிந்திக்கும் அத்தனை பேருக்கும் பேரதிர்ச்சியாகும். குழந்தை தீயுடன் விளையாட ஆரம்பித்துள்ள இவ்வேளை நாடு சும்மா பார்த்துக்கொண்டிருக்க முடியாது. இத்தாலிய நாட்டு உதவி வெளிநாட்டலுவல்கள் அமைச்சர் திருமதி மார்க்கிரேட்டா போனிவேர் மயிரிழையில் உயிர் தப்பினார் என்பதற்காக மட்டுமல்ல இதன் பிரதிபலிப்பு கற்பனைகெட்டாததாக அமையும் என்பதற்காகவுமே. விடுதலைப் புலிகளின் தலைவரும் இச் சம்பவத்தை தனக்கு விடுக்கப்பட்ட எச்சரிக்கையாகவும் கொள்ள வேண்டும்.

யுத்தத்துக்கு மாத்திரமன்றி வானூர்திகளை வேறு பல தேவைகளுக்கும் நமது நாட்டில் பாவிக்கப்படுகிறது. இயற்கை அனர்த்தங்களாகிய புயல், வெள்ளம் பேரலை போன்றவற்றால் ஏற்படும் அழிவுகளை கணக்கீடு செய்ய, வெளிவரஇயலாது அகப்பட்டுக்கொண்டவர்களை, ஆபத்திலுள்ளவர்களை மீட்டெடுப்பதோடு, விடுதலைப் புலிகளின் தலைவர்கள் சர்வதேச விமான நிலையம் போக வர, வன்னியில் இருந்து கிழக்கே தம் போராளிகளின் ஈமக் கிரியைகளில் விடுதலைப் புலிகள் கலந்துகொள்ள, அதி முக்கியமாக காயமடைந்த அவர்களது போராளிகளை கொழும்புக்கு கொண்டு வரவும, வானூர்திகள் பயன்படுத்தப்படுகின்றன. அத்தனைத் தேவைகளை அவர்கள் நன்கு அறிந்திருந்தும் இப்படி செய்கிறார்கள் என்றால் விடுதலைப் புலிகளின் தலைமையின் கட்டுப்பாட்டிலிருந்து அவர்கள் இல்லை என்றே கொள்ள வேண்டும். இந்நிலை தொடருமானால் நிலைமை மேலும் மோசமடையும். நாட்டின் நிலைமை விரைவாக சீரழிந்து வருவதால் தாமதமின்றி விடுதலைப் புலிகளுக்கு எதிரான கூட்டு நடவடிக்கையை சர்வதேச சமூகம் எடுக்க வேண்டும்.

எமது அயல்நாடான இந்தியா இந்த சம்பவத்தை லேசாக கருதிவிட முடியாது. தம் விடயத்தில் நான் தலையிடுகிறேன் என தமிழ்நாட்டு பாராளுமன்ற உறுப்பினர்கள் குற்றம் சுமத்தாது போனால் இந்தியாவின் பாதுகாப்புக்கு பங்கம் ஏற்படக்கூடிய வகையில் அவர்கள் எதையும் அரசிடம் வற்புறுத்திக் கேட்கக்கூடாது எனக்கூறுவேன். நாட்டின் நிலைமை பற்றி பிற தலைவர்களுடன் கலந்தாலோசியாது சர்வாதிகார ஆட்சி நடத்தும் விடுதலைப் புலிகள் கூறுவதை மட்டும் நம்பி, தம்மிடம் உள்ள பாராளுமன்ற உறுப்பினர்களின் எண்ணிக்கையை காட்டி அரசை அடிபணிய வைக்கக் கூடாது. 44 பயணிகளுடன் புலிகள் விமானத்தை முன்பு சுட்டு வீழ்த்தியதையும் அவர்கள் அறிவார்கள்.

அதேவேளை சில கொள்கை வேறுபாடுகள் இருப்பின் அவற்றில் விட்டுக் கொடுத்து நம் அரசியல் கட்சிகள் அனைத்தும் ஒற்றுமையாக, விரைவில் இந்திய விஜயமொன்றை மேற்கொள்ள இருக்கும் மாண்புமிகு ஜனாதிபதி அவர்களுக்கு, பச்சைக்கொடி காட்ட வேண்டும். அப்போது இந்திய முறையிலான அதிகாரப் பகிர்வை தாம் ஏற்பதாக இந்திய தலைவர்களுக்கு அவர் கூற முடியும். அப்படியான நிலை ஏற்பட்டால் தமிழ் நாட்டுத் தலைவர்கள் இந்திய அரசின் செயல்பாடுகளில் அவசியமின்றி தலையிட மாட்டார்கள்.

The news that a helicopter belonging to the Sri Lankan Air Force was hit by four rounds of small arms, comes as a great shock to every right thinking person all over the world. Now that the child has started playing with fire the Country can’t just look on. This is a matter that the International Community too can’t just ignore not merely because the Italian Deputy Foreign Minister Ms.Margarita Bonvier had a narrow shave with death but also because the repercussions are going to be beyond ones imagination. The LTTE leader him self should take this as a warning for him.

Helicopters in our Country are used for a number of purposes, a part for defence. It is used to assess damages caused by cyclone, floods, Tsunami etc, to provide assistance for marooned people, to rescue people in distress and also to provide transport for LTTE leaders to and from the International Airport, to take them from Vanni to the East to attend funerals of their dead cadres and not least in importance, to airlift their injured cadre to Colombo for treatment. If the LTTE in doing this inspite of the use of helicopters by them, then there is no doubt that the leader of the LTTE has lost control over the LTTE cadre and if allowed to grow will end up in further chaos

The time has now come for the International Community to take a very serious view of the situation, fast developing in this country and take concerted action against the LTTE without any delay.

Our neighbouring India too cannot take this incident lightly. The Tamil Naad Members of Parliament, if I am permitted to say although I should not interfere in their matters, should not demand the pound of flesh from the Government to the extent of endangering India’s security. They should know of the ground situation in the North and East not only from the LTTE which is running a dictatorial rule, but from other Tamil leaders also, without holding the Indian Government to ransom, with their numerical strength. Tamil Naad leaders could not have forgotten how the LTTE shot down a passenger plane and killed 44 passengers and the entire crew.

At the same time I call upon the local political parties too, to loosen their grip on certain issues if there are any, and give a green signal unitedly to His Excellency the President who is on a state visit to India shortly, to enable him to consent to solve our ethnic issue based on the Indian pattern, which will facilitate the Indian authorities to satisfy the demands of the Tamil Naad Members and to prevent them from unwanted interference.

I very strongly condemn the recent brutal killing of innocent civilians in the Eastern and Northern Provinces and the claymore mine attack on army personnel resulting in the loss of about twenty innocent lives within a couple of days. The victims are ordinary civilians going about to attend to their day to day work and two batches of soldiers, virtually confined to the barracks under the ceasefire agreement, taking food for their friends on duty. At a crucial time like this I call upon all Members of the Sinhala Tamil and Muslim communities to show utmost restrain and not to play into the hands of the perpetrators of these ruthless crimes, by helping them to achieve their aim. The aim of the offenders is obviously either to spark off a communal riot or to provoke the army to recklessly attack the civilians. The civilians, whatever community they belong to, know very well that communalism is long dead in our country and the people neither want a repetition of what happened in 1983 nor do want to participate in enacting such a tragedy again. The Sri Lankan Army too has tamed itself to such an extent that they now conduct themselves with restrain in-spite of the various provocative acts organized by the L.T.T.E. through its front oranisations.

No one can deny that the Public-Army relationship today has become very cordial unlike in the bad old days. I seek no pardon for saying this. We should not forget that the soldiers had to face large crowds, gathered under pressure from the LTTE, incited by them to jeer, hoot, and to throw stones at them. We do not have Gandhians in our army, but there may be one or two black sheep in every organisation. However I plead with the Army men to show extreme patience what ever happens and not to attack the poor innocent civilians for no fault of theirs, but to fight their enemy in the proper way.

It is very strange that the L.T.T.E. had denied any involvement in any of these killings. The whole world knows that even the so called cleared areas supposed to be under the control of the Government have now come under their control and all Government Servants are also taking orders from them. Therefore if the L.T.T.E. denies any knowledge of the culprits, then it is their duty to trace the culprits and help the army to arrest them. The L.T.T.E. should take the responsibility for all the happenings in both the Government held areas and areas under their control. Any amount of denial is not going to exonerate the L.T.T.E. from these crimes. The International community too will not take it lightly and they cannot be hoodwinked.

The L.T.T.E. is making the biggest mistake in their dealings with the Muslims. Killing of innocent Muslims by the L.T.T.E. for no reason, results in the retaliatory killing of an innocent Tamil. I strongly condemn both. Whether Tamil, Muslim or Sinhalese they have no right to kill one another. A Tamil killing a Muslim is like cutting his own limb. Tamil is the mother tongue of both the Tamils and the Muslims and the contribution of the Muslims to Tamil Language and Literature is not second to that of the Tamils. The assassination of Divisional Secretary Mr.Mohamed Faleel apart from being great loss to his family and others also a great loss for the Tamil Literature. The L.T.T.E. should take note of this also.
